Preheat the Oven:
Preheat your oven to 400°F (200°C). Lightly grease a 9×13-inch baking dish.
Cook the Meat Mixture:
In a large skillet, heat olive oil over medium heat. Add diced onion and sauté for 3–4 minutes until softened. Add minced garlic and cook for 1 minute more.
Brown the Meat:
Add ground beef or turkey to the skillet. Season with Italian seasoning, oregano, salt, and pepper. Cook until the meat is browned and fully cooked through, breaking it up with a spatula.
Add the Sauce:
Stir in the pizza sauce and let it simmer for 2–3 minutes to blend the flavors. Remove from heat.
Assemble the Casserole:
Pour the meat and sauce mixture into the prepared baking dish and spread evenly. Sprinkle half of the mozzarella cheese over the meat layer. Arrange tater tots in a single layer on top.
Bake the Casserole:
Bake in the preheated oven for 30–35 minutes, or until the tater tots are golden brown and crispy.
Add Final Toppings:
Remove the casserole from the oven and sprinkle the remaining mozzarella cheese, Parmesan, and mini pepperoni (if using) over the top. Return to the oven and bake for an additional 5–7 minutes, or until the cheese is melted and bubbly.
Serve and Garnish:
Let the casserole cool for a few minutes, then garnish with chopped fresh basil or parsley. Slice and serve hot!
