Directions:
1. Mix flour, milk, salt, pepper and melted butter.
2. Mix and sieve the batter to remove any lumps.
3. Cook the pancakes in a pan over medium heat.
4. Dice the onion and bell pepper and fry in a pan with oil and garlic for about 4 minutes.
5. Add the meat and season with salt, pepper, paprika and ginger.
6. Pour in the tomato sauce and tomato puree and then add the chopped fresh parsley.
7. Finally, add water and let it cook for 10 minutes.
8. Turn off the heat and add the cheese.
9. Fill the pancakes with the meat mixture and the fries and then fold them closed to form bundles.
10. Put them in a pan and fry them on medium heat
