Prepare the cabbage: Lightly sauté or steam the cabbage until softened (about 5–7 minutes). Let it cool slightly.
Mix the filling: In a large bowl, combine minced meat, cooked cabbage, chopped onion, egg, and semolina or breadcrumbs. Add garlic, salt, pepper, and herbs if using. Mix well.
Shape the cutlets: Form the mixture into small patties or oval cutlets.
Cook: Heat oil in a pan over medium heat. Fry the cutlets for about 4–5 minutes on each side until golden brown and cooked through.
Optional: You can simmer the fried cutlets in a tomato sauce for a more cabbage-roll-like flavor.
