Cheese hash brown and mashed potato gratin

For the mashed potatoes:

4 medium potatoes
30g butter (about 1 tablespoon)
100g grated cheddar cheese
Spices: Black pepper, mint, salt
For the minced meat:

500g minced meat
1 red bell pepper, chopped
4 green bell peppers, chopped
1 medium onion, chopped
3 garlic cloves, chopped
2 medium tomatoes, chopped
30ml olive oil (about 3 tablespoons)
1 teaspoon tomato paste (25g)
1 glass of water (200ml)
Spices: Black pepper, cumin, thyme, paprika, salt
For the topping:

150g cheddar cheese Grated
1-2 sprigs of chopped parsley
Instructions:
Preheat your oven to 200 degrees Celsius (392 degrees Fahrenheit).
For the mashed potatoes: Peel and boil the potatoes until tender. Mash the potatoes and mix them with the butter, grated cheddar cheese, and spices to taste. Set aside.
For the ground beef: Heat the olive oil in a skillet over medium heat. Add the chopped onion and minced garlic and sauté until translucent. Add the ground beef and cook until browned. Add the chopped red and green peppers, tomatoes, and tomato paste. Stir well. Pour in the glass of water and simmer until the vegetables are tender and the water has reduced. Season with spices to taste. Dish Assembly: In a baking dish, spread the mashed potatoes evenly over the bottom. Arrange the cooked ground beef over the mashed potatoes. Sprinkle the grated cheddar cheese over the ground beef. Garnish with chopped parsley.
Bake in a preheated oven for approximately 20 minutes, or until the cheese is melted and golden brown.
